The Richmond Community Foundation is offering a limited number of grants for Adult Literacy programs serving the residents of West Contra Costa County. The funds shall be used solely for the purpose of providing direct tutoring of adults and enhancing literacy skills based on the criteria set forth in the RFP.
Background:
In 1991, Chevron Corporation and Contra Costa Opportunity West established the United Way/Chevron Literacy Endowment Trust at the Mechanics Bank of Richmond. Funds for this Trust were contributed by Chevron Corporation to be used solely for direct tutoring of adults.
In December, 2010, the Superior Court granted a request by the parties to modify the Trust, distribute the Trust to a public charity and terminate the Trust. As a result, funds were transferred to the Richmond Community Foundation and are earmarked in a fund titled the Chevron/Opportunity West Literacy Fund. The purpose of this new fund is to support existing programs that provide:
- The direct tutoring of adults who function below a sixth grade level to bring them to a sixth grade level so that they may enter the Contra Costa County employment market successfully.
- Literacy skills to individuals between the ages of 16 and 29, who are functionally illiterate, unable to complete employment applications, not high school graduates and unable to enter the workforce at a competitive wage rate without basic literacy skills training.
